mIRC doesn't support any language but its own language, you can't load a python script in mIRC, you can check python4mirc.dll though

What's your point with this quote? mIRC is not the only IRC client, there are probably severals IRC client which supports python, mIRC does not. Nothing in that quote indicates that bot is a mIRC bot
