I think he wants some comprehensive zip support from within mIRC.
In that case, the answer is no.
Use an external program. A program like 7zip is free, and you can (probably, check the LICENSE) bundle it with your script (since it doesn't need to be "installed", just present).

Well, what others way are you thinking about ?
i am thinking about any dll that will make this, or any Windows command that will unrar a .rar file into a folder, or something like an .bat commands i have no idea about them and asking to take ideas. i have found this dll but it doesn't work on winrar archives 3.x as the readme.txt has reported.
