i may be dumb but i dont understand this message and why it happened when i did nothing to deserve it (followed the rules correctly)

Looks like you got caught up in someone else's ban, i.e. your ip is within the same range as theirs. There's not a lot you can do about it apart from find a friendlier channel to chat in.
