I have been using a translator for mIRC that is running off of AltaVista's Babelfish for quite a while now. However, lately, it has been acting strange with UTF-8 encoding. For example, before I upgraded to 6.17 or 6.2, it went like this:

<~Hergiswi> !translate from spanish Mi gata está en el cuarto de baño.
<%Voltaire> Translated from Spanish: My cat is in the bathroom.

----

However, ever since I (not the bot) upgraded to 6.17 or 6.2 (either), it has been like this:

<~Hergiswi> !translate from spanish Mi gata está en el cuarto de baño.
<%Voltaire> Translated from Spanish: My cat està in the bathroom.

It seems the accents over the letters reading differently with UTF-8 enabled.

I tried upgrading the bot to either 6.17 or 6.2, and it's not working. Is this a fault on my part or is Babelfish incapable of using UTF-8?

Have you tried typing UTF-8 characters directly into the babelfish website?
