Hello, On IRC, how do you make people operators, and when they reconnect or w/e , they stay operators, because, when they reconnect they become normal or w/e?

Operator status has to be assigned each and every time.

This can be done by another person that has equal or higher access.

On some networks this can be done using chanserv and/or opserv commands. I can't say for sure which (if either) of these would be applicable to your case.
