how do i make someone a permanent op?

If your network has ChanServ, use the command /chanserv aop #channel add <nick>

The command Poppy posted will work on many servers, but not all. What I'd suggest you do is join #help or #mirc on the server you use and ask them. They can help you out much more than we can.
