how do i make a irc channel?

Using mIRC, connect to any IRC server and then type the command:

/join #YourChannelName

you will be automatically opped, and if that network has any services like NickServ/ChanServ you can register your nick and channel

/msg nickserv help register (for more)
/msg chanserv help register (for more)

Any further help can be acquired at the networks designated help channel.
