I am having troube connecting to this chat through mirc. I am not sure what to do

The link you posted (adding an h at the front to make it a valid internet address) is used for browsing/java chat, not mIRC.

Attempting to connect to this server via mIRC brought up HTML code which indicates a redirection. It appears that the chat network that you're attempting to connect to only allows connection via internet/java not a direct IRC client. Using your web browser & java, rather than mIRC should work.
