i have the zBot "Nira" on deltaanime.net, and i was wondering what all the commands and options are to set for Nira. preferably how to get autovoice.

It has nothing to do with mIRC 
Those network services are unique to the network you use, for help with them, please go to the #Help channel on your IRC network or other official network help channel. You should also check out the network's website to see if it has any online documentation regarding its Services.
