Okay, I'm not sure WHAT is going on, but I'm having problems installing the IRC file period.

It goes through 99% of it just fine, then it gets to what I'm guessing is the last part where its freezing.

Extracting file: urls.ini

Then it locks up and I have to Ctrl+Alt+Delete in order to end the program. Why is this happening?

I don't know that this is the case, but the first time I downloaded mIRC, I was using a dial-up connection and got a corrupted copy. I was having the same problem as you are, what it took was a fresh download.
