This issue has been driving me nuts for months and so far I have yet to find a solution that works.

mIrc version: 6.16
OS: Windows XP Service Pack 2

This is not for the sake of running file servers or anything like that but a few people that sit in my channel we like to pass things back and forth occasionaly.

I can recieve from everyone but I can send to no one.

I select thier name and choose DCC send then pick the file.

At that point it just sits at sent request awaiting reply.

They have accepted at thier end yet I do not seem to recieve the accpet and the send fails.

My fairewall is configured to allow it and I am setup as DMZ in my router.

I have checked and double checked all the settings a thousand times and everything says it should work but it does not.

And this issue is not limited by channel, network or user I simply cannot DCC send to anyone

XP firewall

something was missed, because all of the information given here has fixed every situation I've seen. the fault is NOT mIRC, it's somewhere within your setup.

A. it is not really a good idea to suggest to people that they turn off thier firewall.

B. as previously stated I have already been through the guide on this site about making sure the SP2 firewall is properly configured which it is.

In MY (not so) humble opinion, you're way more secure using the firewall that you DMZ'd than the one supplied by Micro§loth

ok thats an intersting point of view.

so if I turn off DMZ and forward all the ports that makes it more secure? Sorry but no

If the ports are forwarded then the NAT is not blocking them and therefore it is in no way more secure than letting all ports come to me and using a firewall to block them.

With the amount of trouble I've seen people having, I much prefer the firewall NOT supplied by Bill Gates.

You'd only need to forward a couple of ports in the 1024-5000 range (any 2 .. you pick 'em) and it's not likely you're going to get problems from that (the NAT would block all other intrusions). You're going to have to forward those ports in EITHER firewall to dcc send.

You also need to add those ports in Options, Connect, Options, Advanced.

well as said before been there done that.

you are not saying anything I have not already tried.

I have read hundreds of pages on this subject and tried hundreds of work arounds.

including no firewall at all
no router
router handles NAT
DMZ

none of it works

to be perfectly honest I have been using mirc for years and this issue is going to push me away from it unless they can code it out.

Hell it should not be that hard to institute passive dcc which really should solve all of these issues.

Code what out? the problem is on your end, not mIRC's .. something in your setup is blocking dcc connections. mIRC can only work with the connection it's given. Obviously you are much more experienced with DCC than I, so this is the last reply you will get from me.
I'm sure everyone here will agree with me that you are free to use whatever IRC client you wish.

I have the exact same problem, the recieving person accepts, but the transfer never starts. I can recieve files fine though =/ I've gone through my options and cant find anything that's wrong or would cause dcc send not to work. I don't have a firewall up either.
