You will need to set up your own IRCd (Internet Relay Chat daemon). The only one I know of that works with Windows is Unreal IRCd. However, there are also wIRCds (Windows Internet Relay Chat daemons), but they aren't considered as good as IRCds. You can find wIRCds at wircds.net.

Note that setting up a server is probably not something you should tackle if you're not already a relatively experienced IRC user. From what I know of it it's not as easy as 1, 2, 3 unless you have some know how.

Just an FYI, these forums are no "Real time" like IRC is - helpers will get round to your problem as soon as they can. Even if someone views your issue, they might have to do some background research into it before they can answer you properly. Posting 2 replies to yourself won't get you helped any faster - You also have 2 hours to edit posts before you have to re-post.

ChanServ is a service which is specific to some networks. Not all networks support ChanServ.

The most common form of the ChanServ registration command is:

/chanserv register #channel password [description]

Not all networks may have the [description] parameter. IF it does, you do not need to put the [ and ] around it. Most networks with ChanServ also has NickServ which facilitates nickname registration. You always need a registered nickname before you can register a channel.

For further help, ask in the network's #Help channel, or check out their website. If you don't know the website address, search Google.

Do you know the code to reg a channal with irc.quakenet.org i have look throught FAQ but there nothing there

Quakenet does not have ChanServ. It's channel services are called 'L' and 'Q'. You must have 'L' first before you can upgrade to 'Q'. It is a little harder to register your channel on Quakenet than it is with networks that have ChanServ.

I suggest you read the L FAQ to learn some more about the first channel service you need, how to request it and the conditions than need to be met. If you need further help, you should ask in the #Help channel of Quakenet.

As I have said, please ask on the network's #Help channel for further help. ChanServ is NOT a real service on Quakenet, and if you have registered a channel with a so-called ChanServ on Quakenet then you have been tricked.

We help with mIRC, and we do not/cannot test out channels. If you can join the channel with no problem then it should be fine for everyone else. Type /mode #channel to see the channel mode's - to ensure it's available to everyone the only modes should be +nt. For channel, or channel services help, go to #Help.

Not all networks have ChanServ. They have other channel services.

If you need to register your channel with ChanServ, then use the command I posted earlier in this thread. If that doesn't work then you need to ask in the network's #Help channel for help with ChanServ. You can also try /chanserv help or /msg chanserv help.

You asked about Quakenet - Quakenet does NOT have a ChanServ, it has L and Q, also explained it previous posts.

You mentioned earlier something about jIRC. If you're having issues with java clients then we can't really help you, we're mIRC experts - search www.google.com for help with jIRC or whatever Java client you're using and see if they have documentation to help with this, OR look for contact details or a Forum.

I don't know what else to say to you, anything involving ChanServ or channel registration must be dealt with by the network's #Help channel - everything I can think of that this board can help you with has been covered already.

Some networks have various services that allow you to register a channel or nickname on that network only. They may be called different things on different networks, but whether its chanserv or lbot or whatever, they are services bots on that network only used to control nicks/channels, you dont connect to them.

are you trying to find out the info to use to connect to that network and channel, like /server blahblah or a link like <a href="irc://blahblahblah" target="_blank">irc://blahblahblah</a> from a website (which has has nothing to do with chanserv) ?

ChanServ is a service, it does not have it's own servers - you need to download services and incorporate it into your own IRCd if you have your own server. Some networks support Services, some don't, as I mentioned before.

A popular Services package is Anope - I don't know if this is compatible with wIRCds for Windows, so, you could browse wircds.net Services package downloads. You might also want to have a look at Unreal IRCDs Forums, which can be found at www.unrealircd.com - run a search of their forums before posting a new topic about Unreal IRCd and their compatibility with Services.
