how would i connect to a server from behind a firewall..?!? please help me
You have made three posts about the same problem. One is enough.
You should just have to allow mIRC internet access. Firewalls that don't use per-program permissions normally don't need changing.
How many servers have you tried? Type /server -m b0rk.uk.quakenet.org, does it let you on?
Edit: If it doesn't, what firewall do you use?

Leave it for a while, it's probably waiting for the ident request to timeout.
Since you can connect to this server the other is most likely down. Try another server on the network if there are any, read it's website or contact the server's admins if not.
