I've searched for this info but cannot find it.
I used to know how to find out who is in a channel without entering channel but I forgot. (teflon brain)
Can someone please tell me how to do this?

Well neither /who # or /names # worked outside a channel
that was EFnet, i know some networks disable the /who command.
either /names #channel or /who #channel will tell you who is in the channel EXCEPT for the ones that mark themselves invisible (+i). Those will only show if you are on the channel with them.

Efnet works here .. perhaps you have a script stopping the raw events as you get them? Or possibly the server you were on blocks it?
it won't list the full channel though, only a few names
you /who #mirc on efnet then join the channel
also +p or +s won't allow you to see who is in there from outside the channel.
It only lists a few names because everyone else is +i or similar.
Undernet always has more +i people then not.
