My location here is Singapore, and time here should be GMT+8. However, if I choose +7, the time would be wrong. It's 23:12 here. +7 would become 00:12. What is wrong here? Can someone enlighten me? Is there some daylight time savings feature in the place where this message board is hosted?

This is confusing indeed, however the offset is based on the forum time (17:12), not on the current GMT time. Since the forum shows itself as GMT+1, you'd need GMT+8-1 (GMT+7).

Just fiddle with it till it's right :-) If a +6 works for you, use that!

Uh, I guess I overlooked your post sorry. Yeah, just use +6, this forum is really weird.
