Hi

I’m trying to know if psybnc and znc are safe or not. Can someone please explain what security risks do they carry?

The software itself is safe and sound, but your security risks lie in the physical custody of the hardware you install them on. Anybody with physical custody of your computer hardware can hijack and modify your software and intercept your data. (And anyone with physical custody of your network route can also attempt to trick you into accepting their self-signed SSL certs, since you're expecting self-signed cert warnings.) If you are planning to install PsyBNC or ZNC on computer equipment that you are not personally and immediately protecting with the end of a shotgun barrel, then you have no security.
