IRC is free to connect to and speak on. Channels are free to join too.

mIRC is a separate program that adds a graphical interface to IRC. mIRC is not the same as IRC. mIRC costs $20 USD to register, although the first 30 days is free. This is a one time registration and entitles you to use ALL future versions of mIRC at no extra cost.

You can, but IRC stands for Internet Relay Chat, and we don't support downloading of files here, as most of the time those files are being shared illegally and/or contain viruses.

how do u get to the music downloading system?

There is not an 'mirc downloading system' - mIRC isn't a file trading application. mIRC does have the ability to transfer files from one person to another, but it's mainly there for sending one or two music files, a photograph or script.
