489 refers to different things depending on network..

On unreal, it is an error when you attempt to join a +z moded channel and are not using SSL to connect.

On undernet it refers to you not having a voice. (+)

In this case I would imagine it refers to this thread which is the only bug report I know of that refers to raw 489 (the voice needed one).
