Chat - it was and is not meant for mass/illegal file trading or as a hybrid for various p2p networking file sharing programs. By mass/illegal file trading you are contributing towards it gaining that reputation.
Also, it's a good way to get a virus - many people, because they know about the amount of people that download via IRC, distribute infected files. With certain trojan viruses you can then be unintentionally contributing to DDoS attacks, which take IRC resource websites and IRC networks down all the time.
So in other words, I wouldn't suggest doing it myself. See
