I have now tried running mirc 6.14 on 2 win98se box's and it wouldnt even start up on either, 6.12 works fine on both though. Is this a possible problem in 6.14?

mIRC won't start if you renamed it to something that doesn't begin with 'mirc'.

It's not an mIRC 6.14 problem as I saw a helper post earlier how they were using 6.14 on 98SE.
Make sure you closed all other applications and other running instances of mIRC BEFORE you upgrade to 6.14. Try closing other applications (including those in the taskbar) before starting mIRC up.

Running mIRC 6.14 successfully on a (low spec) Win98SE box here... so don't think your problem is a purely mIRC issue.
Your download of the installation file may have corrupted - have you tried with a copy downloaded from a different mirror?

I use mIRC on 98se myself without any problems. I guess there must be something else causing your problem(s)? Do you have some more info?

might i recommend redownloading and installing it in the defaults and not as an upgrade to a script or such. make it fresh and see if it works correctly. if this works the problem may be within your script or whatever.
