I'm using mIRC 7.27 with windows 7 os (newly installed) and i keep getting a Popup window every time a url is posted in a channel, but I've disabled the url catching as far as i can tell, i'm not sure why i keep getting the pop up, i have the same settings on another computer with windows 7 and i don't get the popup.

As far as I can tell, mIRC doesn't have any option to pop up something when an url is posted on a channel, it is most certainly a script which is doing that.
You can check if it's a script by using the command /remote off, which will disable all your scripts, if you don't get the popup with remote off, then it's a script.
You may also want to show us what kind of popup it is, just to clarify.

Do you mean a web browser opens? Right click the channel icon and uncheck the Track URLs option.
