hey, how would i go about getting this to happen:


menu "&Add", 21
item "New &Item", 22, 21


i want the user to be able to just press alt+i , not alt+a alt+i


possible?

I've never done this, but theoretically you could make a hidden button with alt+i as the shortcut.

so there is no way to skip the &add and go right to the &item,

i do notice that in mirc itself, the script editor is under &Tools, but you dont have to press alt+t alt+r, thats kinda the samething i am looking for

That is a special situation. That's directly programmed in and has nothing to do with menus. As mentioned, you can use hidden buttons if this is a dialog menu.
