mIRC is for the most part a client program and not a server program, and thus you can't connect to it. If you're K-lined, you should find another IRC server and connect to it, preferably one on the same network as the server you're K-lined from.
a k-line means you arent allowed on that server for the reason they give and for however long they choose. it may be specifically against you, or it may be due to the behavior of others within the same ip range.
