You haven't fully described the bug.
When I set a channel to a desktop window with transparency set to 70% I see no problems in the nicklist. I have tried resizing it, moving the channel window around and cycling the channel and I still see no issues on mIRC 6.16.
It may be that your Windows theme is causing issues or, if you have a script that is making the main mIRC window transparent then it may also be interfering. Install a fresh and clean mIRC 6.16 to a new directory and see if the problem persists. It would also help if you provided full instructions on how you get this 'bug' - what percentage of transparency have you set? What OS?
XP Home, mIRC v6.16.

Mentality/Chris

I don't see how you can be using a Windows classic theme if you have a scrollbar that looks like that...

What are your computer specs? (CPU, Ram) CPU : P4 2.4 GHz Ram : 256 Mo DDR 3D carde : ATI RADEON 9700 mIRC does support ogg files, type /help ogg
also, mci.dll by dragonzap does as well. No, mIRC cant play ogg files ! ask to Khaled if you want ... And MCI.dll cant play ogg files too ! mci.dll can only play what windows media player can (not ogg) And i know why it works with you, it's because you installed a codec who can play ogg files, that's all

"No, mIRC cant play ogg files ! ask to Khaled if you want ..." mIRC does indeed have internal support for .ogg files. mIRC doesnt play any sounds itself, it sends the request on to windows. As Khaled says here you can check the ogg vorbis website at www.vorbis.com for links to plugins so mediaplayer can play .ogg files. one link is http://tobias.everwicked.com/oggds.htm

Some people like it and others don't. I tend to use it because it's free and already there and in doing so I am yet to find a problem with it.
