I want to see when it is my turn for the DL to start. How can I check the queue?

mIRC is not a file sharing program, it's a chat program. IRC means Internet Relay Chat and the IRC/DCC protocols and the mIRC IRC client were never designed for such activities. Please see this thread.

Either way, the queue has nothing to do with mIRC, that depends on the script being used.
