when i connect it says

This means that too many connections are being made from your host. If you're on a network (i.e. at school, college or work) then this could be because too many people on your network are connecting to the network at the same time. You can check your hostname for a G-Line on GameSurge here.

If you have an account with GameSurge you can also request a connection limit increase (a "trust"), the form is here.

A G-Line is a "global ban" from a network (so you cannot connect) and I'm afraid nobody on this board can remove it. Even if IRC Operators of networks help on these boards there are forms you need to fill in and emails you need to send for most networks to have the ban removed. You might like to see this thread.

Most networks have a room called #Help. Try that.

but if I can't connect to the irc, I even can't join #help. in between, I found the error: my whole isp has been banned from the quakenet...
