Just a general reply, I don't see much point starting a really long thread about a bug that has already been reported, and many people have contributed to. It's only going to cause confusion for people browsing the boards and cause loads of "new posts" to come up that are just repetitions of ones that already exist
Two main solutions have been found that solves this issue for 95% of people (or even 100%):
1) Upgrade mIRC to the latest version, 6.14
2) Disable the auto-update DST time feature in the Windows clock and set the time manually.
There was also a report that the time should resolve itself too because of the way mIRC is coded.
