I've heard that programs load their ini files to memory ...
but will mIRC do the same even if I name them .mrc?

the file extension doesn't matter, you can /load -rs file.blablabla , it has just to be ini or mrc formatted.
And yes, it loads in memory, it's not read on-the-fly each time you request a remote/alias/variable. Otherwise it would use too much CPU for nothing.

you can load .ini or .mrc file as long as you have for example /load -rs slapperscript.mrc be sure it is in the mIRC directory or else you cant load it.
