I am able to GET files from others, but I can't SEND to them. Can someone help me?

Make sure you read this thread, it contains a lot of information.

Routers and firewalls are the most common problem. Default DCC ports for mIRC are 1024-5000, but you only need two preferably in that range, but not mandatory. Might be easier also if they are consecutive, for example, 4000-4001. When these are set in the router and/or firewall, they also need to be set in mIRC.

For mIRC 6.14 it's: ALT+O > Connect > Options > [Advanced]

For mIRC 6.12 and below it's: ALT+O > DCC > Options

There are also many suggestions related to DCC issues at mIRC.org and in the mIRC FAQ.

Ok, I truly am a newbie here, just coming back onto irc after 5 yrs. I do have a firewall and a router now though. Is there anyway I can fix this situation?

Yes, but it depends on what router/firewall you have - It's not possible for us to know about every router/firewall however, and so it's best to check out the router manufacturer's website or phone them up to work out how to forward ports. As for firewalls, they again should have some sort of support site or documentation to help you. If you look at the links I posted last you will find some help with LinkSys, Belkin, DLink and Netgear routers aswell as a link to an XP Firewall help page. Google may also come in handy.

As I said before, remember that once you get those ports set in the router/firewall you need to set them into mIRC in the options menu by following the instructions in my last post.

Thank you for your help. I think I'll just stick to emailing files if necessary. This sound too complicated to me.

You can also try the DCC Server solution, and chances are that it will work. Or stick to emailing...
