Forums Connection Issues Raw/Quote Commands

Hello, I Recently Setup A Small Business IRC Server, I Would Like To Know How To Use The Raw/Quote Commands. eg.
i have heard stories of people using raws to make another user speak, (or appear to speak). i would like to use this to broaden my knowledge of IRC, and also to have a little fun, so if somebody could PLEASE point me in the right direction, it would be greatly appreciated,

This sort of thing depends on the IRCd you are using. I know that old versions of Conference Room allow someone with usermode +A to make ChanServ, NickServ, etc speak in a room but I think they have done away with these things. As for other IRCd's they may or may not have that function - I am not sure either way.

some ircd's allow you to use: /mimic <nickname> <text>

/mimic watchdog hello
<watchdog> hello

there are ways for a services root to spoof a user connection under the name of someone else and talk through that spoofed user... but not while the real user is online...
