For whatever reason that server refused to allow you to use it, there's no way we could say exactly why. You will have to contact one of its admins to find out exactly why. They may be restricted, not allowing your ip range, couldnt get an identd response, or any of a bunch of reasons.
Only other thing i could suggest is finding the networks website to see if there is any info there. In the meantime, try another server.
