There are several commands you can use. The first two are quite common, but some networks block users from using them except if they have IRC Operator priviledges.

/stats p
/who 0 o

Secondly, for the server you're actually on, you can try:

/motd

There may also be an IRCOp help channel on the network, such as #OperHelp.

and the other command does too not work its say like this:

-
End of /STATS report
-
O End of /WHO list.

You might want to email the administrator for the list then. He'll probably say no but might say yes. Network websites often also contain a list of who the staff are.

Just as a general comment, the reason the /stats p command didn't work is because it only returns IRCOps who are connected to the server you're on at the time. To search another server, you can do /stats p server.*. So if the server is called arnie.mafia.org then you could do /stats p arnie.*

The reason for /who 0 o not working is because it only returns IRCOps who are not set +i (invisible). If someone is +i then they cannot be seen with the /who command, except by IRCOps.

Don't really know what you meant by that. If /motd doesn't do anything they've either disabled it for some reason, somehow, and/or there is no Message Of The Day set on that server.
