There are a lot of things that could cause your problem, try reading thru
this thread for things to try. If you are still having problems, start a new thread, telling us what you have tried, where you are trying to connect to.
I'd also suggest as a new user, you click on the links to the left side of the screen, "Intro to mIRC" and "intro to IRC" and "how to install" also has lots of useful info for the new user.
