I think they mean register with a service like nickserv. If so *usually* to register on most networks is /nickserv register password e:mail Make sure you use a valid e:mail as they are starting to e:mail you with an authorization email now for registering.
If you want the bot registered with chanser, it is almost the same command, but goes more like /chanserv register #channel password Channel description That will register the channel to you, then use /chanserv access #channel add BotName level
