Forums Connection Issues please help i cant connect to any server???

Hey all,
i need help please i cannot connect to any mIRC server i have tried alot and i have used all different scripts and it still dont connect. It reads : Unable to Connect: Connection Refused
this happens on all servers..and it doesnt even seem like it trys to connect as soon as i click connect the error shows up???
PLEASE HELP ME
