Are you running the windows XP firewall? If so check here.

It might have been turned on when you restored your registry, but that's just a guess.

You don't really offer too much information.

What version of Windows?
What version of mIRC?
Do you have a router/LAN or firewall ?
Have you checked to see that your mIRC/ident settings are on ?

router/LAN is disabled, no firewall.

So you have a router, but the lan is disabled & no firewall.

Have you forwarded your ports for the router? Do those forwarded ports match the DCC port settings in mIRC settings ? (File- options- dcc-options- DCC Ports (right side of menu)
