i know, i know, this has been thrashed about forever. i've read all the links and followed all the suggestions. I've eventually narrowed the problem down to being network specific. i can send on any other network easily, so i know my settings are correct. Does anyone know if there is any way a server can affect my dcc sending/chatting? If there is, what can i do? If there isn't, what else can i do?

My setup is as follows:
Linux router forwarding ports 4874-5874 to the mirc machine.
The ports are split between 2 mirc clients to fix my first dcc problem. Both clients can send on all networks except one.
Firewall set to allow all traffic for mirc.

Thank you for any help in advance.

Can a server affect DCC/Chatting? I don't know about chatting but DCC is definitely something that a server can affect (assuming you mean IRC server). Some IRCd's block certain filetypes from being distributed at the administrator's option. When this happens expect .exe, .vbs, .dat, .pid, .com, etc to be blocked as this helps prevent the spread of virii.

If you didn't mean IRC server then you need to be more specific.
