is it mirc or the server that limits the amount of channels you can be in?

#98100 unable to join channel (too many channels open)

Server, look for MAXCHANNELS in 005 raw.

It is the server. When you logon, you will notice there under where it says when the server was created (at least under bahumut ircd) that it shows several flags. One being MAXCHANS=N where N is the number of channels you can join maximum.
