Since this is a CHAT script, and people like to use POPUPS in CHAT, would it be possible to implement the use of the Symbol font (ctrl+S maybe) so that these characters can be used (and seen) by those that are 'into' this sort of thing? Or has this been asked before and I just missed it?

that works for ME to see it .. but if there was a ctrl+S that did it, and EVERYONE could see the ctrl+S then EVERYONE could see it without changing the font in the window .. for example:

I remember reading something about a lexicon in the agents section of mirc.
Lexicon The lexicon allows you to replace words or characters in spoken text with other words or characters, eg. you could replace :[b][/b]) with smiley face.

agent?  sounds like something mschat uses seriously, I don't know anyone that has agent enabled

Alot of thinks allow the use of MS Agent.
mIRC and Office being two.

CTRL + S was used in pirch and it made for some interesting looking popups. AGES ago I made this suggestion and while Im NOT saying it's bad, I dont think Id use it now with MAYBE one or two symbols as my exception

enforcing what you see on another poor user is just bad style! but i'm tossing aroudn improving the font i made before that allowed the use of smileys in mIRC to be different, and if it was widespread enough you coudl have something like this... ugh but how annoying...

You obviously are one of the minority that ban users from your channels for colors, etc. There were many (and still are several) channels that made use of mirc's colors and limited graphics (within the scope of the font). They actually call them *gasp* POPUP channels .. where people go to be "forced" to see what the "author" had in mind with his/her graphics.

The minority that ban for colors? Way to make that up! If most people wanted colors, why have so many networks created channel modes to prevent colors? If only 1-2 people wanted it, why would they waste their time? The reason is because 1-2 people didn't want it, thousands did. And when you say there are "many" of these channels, define many? 10? 20? Because I could probably give you about 50000 channels that don't support such things and will ban you for doing such things, so you're concept of "minority" and "many" appear to be reversed.

lol.. not to but in, but code writes for an IRCs I think he's know how many request "not having color" in their IRCd's making +c a very much requested addition to the servers.  But what do I know......Im OnLy_A_ScRiPtR

I guess I have an odd way of criticizing. Like when I said "I agree" to the request for $iel, or when I said "I 100% agree" to the suggestion about changing the way channel topics work in channel central, and certainly when I said agreed that XML should be added to mIRC, those are clear examples of criticism, and I can certainly see how you would regard those statements as "flaming".
In any case, the fact remains that you assume I don't know what I'm talking about. I've been writing UnrealIRCd for 3 years, and I worked on other IRCds for about another year before that. I'm well experienced with what requests get made for additions to an IRC server, and I know that color stripping/blocking is very much requested. Unreal already has it for channels, but I get at least one email a week asking that a usermode for color blocking/stripping should be added, simply because most people don't find color to be "fun" they find it to be "annoying".
