Would be very handy, simply because if you have tons of scripts, wrapping every single one will be a b*tch. Having a general setting to do so, would make it much easier for scripters to have scripts proxified. It shouldnt be too hard to add that to mIRC.

On a different story, please add those refused/failed proxy connection events, because currently it is impossible to catch those proxy errors when an irc server connection fails before a socket connection was established.

Thats what I like about open source..., if you need something... you can just add it yourself and dont have to rely on other people to do so. The past taught us all so, either it doesnt happen or after a looooooonggg long time...
