I was wondering if there was an identifier to return a particular command given in the "Mouse" options dialog (the one that specifies commands to run on double-click). I have searched the docs as much as I can and I haven't found anything, but thought I possibly missed something.

A simple $readini($mircini,n,clicks,nicklist)
Change 'nicklist' to 'notify' or 'message' for exemple

I know there is a $mouse.key identifier that can work with the hotlink event. The only drawback is that you have to hover your mouse in a window over text that is a website, an address, a nickname, or an object of certain type. The mouse pointer changes to a finger indicating that you can click, double-click, or right-click on that text to perform certain functions.
