How do people do this? I mean when i am looking at someone's info and their IP address usually shows up as X@ABE693FC.690BBA07.1D1DA6D7.IP, but some people can change the last portion to something else entirely(such as a custom sentence). Where is the option?

This is by the server you are using , it is a usermode that the server put it to you on connecting to the server, some users removing it from their usermodes and some just keep it

This may also be an option that the user can set in a specific channel. Try joining the help channel (usually #help) on the network and inquire about setting a vhost.

If their host displays as a customs line, so without any TLD (like .com .net .org) at the end, then the IRC network offers virtual hosts, or vhosts.
As mentioned above, you should ask about this in the network's help channel.

If the hosts *do* end in a TLD then those people are using bouncers, or BNCs. Basically these are paid-for services you can use to anonymously connect, for instance, to an IRC server.
