G'day.
I just re installed IRC.
And I get this message when I try to connect to a known/friendly server/channel.

* Connecting to irc.******.org(6667)

I have checked through all my Ports and PC, No trojans/backdoors.
I also have no connections to any proxy's.

Any way someone could help?

You have some program that open a port on your computer. did you go and have a look at http://cbl.abuseat.org/lookup.cgi?ip=2**.**.1**.1** ? you also maybe want to take a look at http://cbl.abuseat.org/

Nope.
Gooogled already and nothing.
I have no programs that are proxy related, I have a updated 2009 anti virus, no virus's or backdoors.
Also I have a dynamic IP.

And I don't have any firewalls or anything running atm.

Them links are banned issues as well. They don't help me because I've never been able to connect to any server.

They still very much apply to your issue since your ip is banned. The posts in each of those threads explain why it might happen. One of those threads read something along the lines of:

"Contact the network administrators. There is nothing we can do for you here."

You dont mention the name of the network you are trying, and if your IP is dynamic then power cycle your modem you will get a new IP and bingo. (unless the whole range is blacklisted, and this does happen) Anyhow as it seems to be a network/OPM problem do as suggested and contact the network themselves.
