I understand the ^ will stop the event trigering on myself? but where is all this stated in the mirc help?

As 5618 mentioned, the ^ prefix is for handling an event before mIRC default actions occur (so you can halt them if necessary). You're looking for the ! prefix. For information about the various event prefixes look at /help Event prefixes.
