is there a way to see when was a surten person was on the last time on a chat if i have there exact name they used before?
if so how?

Some networks and/or channels have a !seen command available.
Usual usage is: !seen <nick>

Additionallly, you might try /whowas <nick>

Neither of these are guaranteed.

If the network in question features NickServ, it may reply a "last seen time" (though in fact it's the last time that nick was visible to the services: presuming the nick is registered to nickserv, and idenified successfully) - Try a: /msg nickserv info FriendsNickname
