Can anyone tell me how to use Popups while chatting in channels in new Mirc .... Like ... <-- Smiling Face.

Emoticons or popups? :S

mIRC doesn't make use of emoticons. Simply put, people just type them and people interpret what they are based on their ascii representation.

IRC is an analog product in a digital world.

I reckon to make that happen, you have to use a 3rd party dll. There was a discussion about the use of emoticons here

In general, Khaled doesn't tell us when he plans to have a specific feature added to mIRC. He has stated that emoticons will be added in the future. Whether that is the version after this upcoming one or 100 versions from now is up to him and no one here can tell you one way or another. As mentioned in this very old thread, you can use DLLs to gain that functionality while waiting.
