What does this mean
And I kid you not, I tried to join a channel and I was disconnected from all then this popped up. How do I fix it? I shouldn't be banned. I was trying to join a channel I've never been to before though if this has anything to do with it

As it says, it's a temporary K-line, which affects that particular server or network if they only have one server. It even tells you how long it will last (1440 minutes aka 1 day).
As to the details as to why the K-line was set, after you wait for the K-line to expire, try connecting to the network, then join the help channel (usually #help) and ask there. I don't recommend that you join any other channels until you get a response about why the K-line was set.

Finally, note that they date & time of the K-line is given.. June 5th 2008 at 3:01 am. This means that you won't be able to connect to that server until June 6th 2008 at 3:01 am.
Attempting to beat the K-line can bring about even harsher banning methods.

A K-line is a temporary or permanent ban on a hostmask from a *server*. This is different from the term G-line where the ban is for upheld on the entire network.

Ok so it probably wasn't really my fault it was someone using the same ISP as me, I even know of another person with my IP which is fucked up.

I made my own channel actually, and Im having problems putting the & infront of my nick so I can auto OP more people. Anyone know the steps in doing this? Ive tried a bunch of stuff nothing is working

The & is a character commonly used for channel admin, not channel founder. That is usually the ~ character.
As to being able to op other people, since this is your channel, I would recommend identifying to chanserv with your channel password.
Note: This should be different from your nickserv password.

If you have ~ & or @ in front of your nick, then you can op other people in the channel.

I have to have someone else OPd so when I disconnect he can OP me cause it doesn't automatically do it. Ugh we've been working on it for hours Im so frusterated. I registered the channel and my nick

The juped channel they speak about is a channel that has (for one reason or another) been blacklisted. Everyone that tries to join it will get the same treatment .. the K-Line will expire in 24 hours, just don't try to go to that channel again.
