Forums mIRC Help Cannot run program from install

I have downloaded mIRC v.6.31, saved it to my desktop launched the installer, went through the install process, cleared my firewall and when I try to launch the program I get the message:

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

Stop antivirus, re-install, try again.

You may also have to tell it to run as administrator.
