need help with this message that keeps appearing when trying 2 d/l from a channel 'cannot send to channel' i haven't been banned and havent touched any settings

Sounds to me like either Channel CTCP is blocked (+e) or the channel is moderated. (+m)

Some channels are set so that only @ and + can send to the channel, or that only registered/identified nicks can. Try msging an op in that channel for help

4 got 2 mention that the channels i have been d/l from 4 months and all of a sudden this happened and other people i no who go in the same channels do not have this problem

also it says error 404 b4 the cannot send to channel message

404 is the raw numeric event. smile
raw 404:*:Error Cannot Send To Channel.
Wait patiently to get a + or if you're lucky enough a @.
Or as ParaBrat said, ask a @ in the room and ask for a voice.

ok the channels i go 2 r moderated how can i get that changed in order to recieve dcc? all the channels i go in2 seem to b moderated

You can't change channel modes unless you're an op there. You could try setting your own user modes though - try /umode -e and /umode -m smile
