(I also believe there are user made scripts to change the language displayed in mIRC but this has nothing to do with mIRC itself) If it ain't broken, don't fix it!

They are dedicated pages to their native languages. Note underneath all those languages it says: Translators needed. Some people understand English and some don't. Some understand a little and some don't. Hence why sometimes people write here in their native language and usually use a translator to see what people reply back to them.
